Your despatch No. 403. I am inclined to share opinion that next incumbent might be Colonial Office appointee but agree with opinion in paragraph 2 regarding year's postponement of decision.

I agree with proposals in paragraphs 3 and 4 which have already been tentatively explained with H.K. and 610 July 30th - which contains further details Cantons as explained in my letter to Kitson semi-official number asked for.
